I have a couple of thoughts. You can not relate the status of the NYSE Bullish Percent with a level of an index but since the the NYSE Bull Percent encompasses the whole NYSE exchange it would probably fit best with a broad index like the NYSE Composite. The DIA is 30 stocks and they are big names which have the ability to hold up well (this was brought up in a previous response). Keep in mind that a positive RS chart does not mean that the price will rise, rather it indicates a likelihood it will outperform the other index. Both can fall. The NYSE BUll % in O's indicates higher risk in the market.
