Bell Atlantic Approves Deployment of Alcatel's Narrowband
Digital Cross-Connect System

PLANO, Texas--(BUSINESS WIRE)--Aug. 9, 1999--Alcatel (NYSE:ALA - news) announced today that Bell Atlantic has approved the deployment of Alcatel's
DEXCS1VL narrowband digital cross-connect system in its telecommunications network. The DEXCS1VL enables Bell Atlantic to offer features such as
enterprise and network reconfiguration services (NRS) which gives end-users the flexibility to administer and control bandwidth on their networks.

In 1998, Alcatel became Bell Atlantic's exclusive source for narrowband cross-connects under a five-year agreement. Earlier this year, the two companies
completed extensive testing of the DEXCS1VL narrowband cross-connect system. To date, Bell Atlantic has installed more than 400 DEXCS systems throughout
its network.

''The DEXCS1VL is another strategic milestone in the long relationship between Alcatel and Bell Atlantic,'' said Fritz Ulrich, Vice President and General
Manager, Local Transport, Alcatel. ''The Alcatel DEXCS1VL was designed with Bell Atlantic in mind. With our system's unique ability to seamlessly quadruple
its capacity in Bell Atlantic's network, the operator is primed to meet the ever-increasing demands for its advanced voice and high-speed data networks.''

Alcatel's unique design philosophy allows a seamless and transparent migration path from an existing DEXCS system to a DEXCS1VL. This allows operators to
deploy the DEXCS1VL as a new system or an upgrade to an existing DEXCS. It has the capacity of 5,376 DS-1s and manages network traffic down to the DS-0
signal rate. With its multilevel network interfaces, Alcatel's DEXCS1VL allows signals to be routed ''on the fly'' within the network. In addition, service
providers can use the platform to rapidly reconfigure their networks with software from a centralized network operations center.

Alcatel leverages CrossKeys' CrossControl product on the DEXCS1VL, which provides a software bridge that helps to seamlessly connect different vendors and
technologies in a multivendor network. CrossKeys' CrossControl enables Bell Atlantic to remotely access and control the DEXCS1VL.
