Company Press Release

LMCI, Qwest Sign $25 Million Agreement for Advanced Network Services

SANTA ANA, Calif.--(BUSINESS WIRE)--Aug. 10, 1999--LMCI Communications (OTC BB:LMKI - news) Tuesday announced that it has signed an agreement with Qwest Communications International Inc. (Nasdaq:QWST - news) to purchase $25 million worth of advanced network services.

Under terms of the three-year agreement, LMCI will purchase $25 million in advanced network services including Qwest Dedicated Internet Access, Qwest ATM Service, Private Line Service, Frame Relay Service and co-location service within Qwest CyberCenters(SM).

LMCI will take advantage of Qwest's network to extend its market reach for its ZipDSL(TM) Digital Subscriber Line products, Real Private Network(SM) (RPN) and Virtual Private Network (VPN) services and to deploy its NetaPhone(TM) Voice over IP services.

``By expanding our network through Qwest's advanced Macro Capacity Fiber Network, LMCI can offer products and services in over 500 cities across the country. Businesses that have multiple locations within our network footprint can now use our RPN services to cut their long- distance voice and data costs by at least 60 percent,' said Bryan Turbow, president and CTO of LMCI.

``By riding Qwest's infrastructure, we can focus our resources on delivering value-added services and quality network access, rather than on backbone technology that changes constantly. We can now take advantage of the economies of scale that Qwest has built into their network without having to build out our own network backbone.'

LMCI's Real Private Network(SM) (RPN) service incorporates the speed, security and versatility of DSL (Digital Subscriber Line) technology with the wide geographical coverage of the Qwest Macro Capacity(SM) Fiber Network.

By combining multiple connectivity options within a homogenous, managed network, business customers that do not yet have DSL available in their area can now take advantage of LMCI's RPN services through dedicated OC-n, T3, T1, ATM, frame relay, ISDN and dialup connectivity services. LMCI offers this service in more than 500 cities throughout North America, and can accommodate users with as few as two locations to enterprises with thousands of satellite offices.

Additionally, LMCI offers RPN services to companies that require telecommuters to work from home by integrating DSL, ISDN and modem dialup services into a completely private connection to their internal corporate data infrastructure.
