STAR Telecom Germany Announces New Retail Program; Company Completes
Rollout of German Switching Network

SANTA BARBARA, Calif., Aug 10, 1999 (BUSINESS WIRE via COMTEX) --
STARTelecommunications Deutschland GmbH, a subsidiary of STAR
Telecommunications, Inc. (Nasdaq:STRX), today announced the launch of a
new German retail program, aimed at providing a comprehensive set of
telecommunications services to businesses.

Additionally, STAR Germany today announced that it has completed the
rollout of its switching network. The Company now has eight operational
switching centers in Berlin, Dusseldorf, Frankfurt, Hamburg, Hannover,
Munich, Nurnberg and Stuttgart. STAR is now offering a combination of
local, national and international telecommunications services including
dial-up Internet services to business customers in Germany.

"We have successfully executed our strategy to roll out commercial
services throughout Germany," said Chris Edgecomb, Chairman and CEO of
STAR. "Over the past year and a half, we have made several important
moves to further our development in Germany. First, we signed an
interconnection agreement with Deutsche Telekom, allowing us to offer
presubscribed, casual access and local services. Second, we activated
switching centers in four of Germany's major metropolitan centers. Then
we began to offer unbundled local loop access with number portability
and 0800 services. With the launch of our Internet services and
completion of four new switching centers, we are now positioned to
offer a full range of services to our business customers."
