The conservative government no doubt wants to privatize Sysco and would likely sell it at a bargain basement price (possibly for $1) as long as the buyer promises to employ a certain number of people. Sysco already has an electric arc furnace that with a little work could be altered to accept the material that NAR supplies. A direct reduction iron facility would likely need to be built and a separation plant of some sort to make the NAR material acceptable feed for the furnace. This is likely the only solution to turn Sydney Steel around and make it profitable and should be attractive for a potential buyer. Who is going to buy SYSCO is the question that remains to be answered but it could be Hoogovens and British Steel or it could be someone else, possibly Bethlehem Steel or Birmingham Steel etc. NAR is an exciting play that is swimming with some monsterous fish, the reason that NAR will likely be higher in 3-6 months from now (hopefully significantly higher in price).
