This announcement is less expansive than is what's on Softbank's Japanese Press Release (which also said Yahoo owns 5% of the venture), but a start:

TOKYO, Aug 11 (Reuters) - Softbank Corp , Microsoft Corp and Tokyo Electric Power Co (TEPCO) said on Wednesday they would form a joint venture in Japan that would begin offering inexpensive, flat-rate Internet access services to individual consumers in the summer of 2000.

The new company will utilise the Internet content services of Softbank and Microsoft, as well as optic fibre networks owned by TEPCO.

The company, to be established in September, will be capitalised at six billion yen, with each of the three partners owning 31 percent. Yahoo Japan Corp , a Softbank unit, will own five percent.

The new venture also plans to offer free Internet access service to all schools in the service area for 10 years
