I guess you missed Dr. Batra's point. He was specifically referring to events that happened at the END of each decade. For him, a sort of regularity or "trend" was established to enable him to apply the method of induction to conclude some "nightmare" is likely to occur in the rest of 1999. I believe he anticipates an economic collapse and an explosive resurgence in gold.

If you have more questions, please ask Dr. Batra himself. By the way, Dr. Batra is an economist, not an astrologer. But being an Indian (from India) he believes in what he calls the "Law of Cycles".
