With no countervailing influence from the world of communism, economic conditions in the free world have become chaotic, so much so that a market crash of global dimension is anticipated. And in former communist countries, lotsa' folks are apparently worse off than before and are longing for a return to former times.

Dr. Batra did not specifically say that people deliberately choose to do things at the END of a decade to precipitate conditions/events that affect life for most of the next decade. Rather, I think he implies that it is the concatenation of circumstances (generally unexpected, so it would appear) that result in matters coming to a head at the end of each decade.
