<<I believe the Government surplus should be used to repair our infrastructure.>>

Like Greenspan says, there is no surplus. This country is $3 trillion in debt. That needs to be paid off. One out of every three tax dollars goes to service the debt. Paying off the debt would be the same as adding 1/3 more tax revenues.

<< It's no secret Bill Gates goes to India to get Engineers to work for MSFT.>>

So did State Farm. An Indian Masters is like a GED from the States.

<<I'd also like to see some of the surplus go to school districts to help with construction and maintenance.>>

Illinois has started Illinois First, a doubling of taxes and license and user fees to repair schools and roads. Not a bad idea. So far the Chicago Democrats have grabbed all the money and the only projects scheduled are 2 innercity playgrounds, a museum on the history of coal located in Chicago and the first project okayed------ a party hall and series of marches for homosexuals so they can "feel better about themselves".
