It seems that we agree on the need for three classifications, and we agree in principle on our preliminary definitions of types II and III. Now we need to clarify type I.

Would it be most effective for type I to define a someone who is simply irritating, but who has every right to be irritating without being subjected to anything but being ignored? Or would it be more effective to define a type I as being someone so irritating, that some response other than simply ignoring them is appropriate?

What I'm getting at is--at what level of disruption to we start classifying troublemakers as type I?--people who are simply irritating but are working within SI guidelines, or people who have crossed the line into behavior inconsistent with SI guidelines?

What is your thinking on this point? Thanks.
