Europe as delegated additional B/W

This is what Mika has been saying for a while. In Europe 3G networks will occupy newly auctioned off spectrum and sit "side by side" with 2G(1/2) GSM/GPRS/EDGE. In principle I suppose high speed data can be allocated to the new spectrum network and voice to the old, assuming a carrier has slices of both. Here in US, Sprint etc must make do with existing spectrum.

What I fail to understand however is what ATT will do to get to 3G. Unless I've mistaken WCDMA is not going to fit within the existing spectrum allocation? What gives?
