I would argue that our tribal behavior is constrained by the fact that we have a strong Constitution, a history of laws, a trained and for the most part very good police force in every locality, a large national guard and military loyal to our country. These small countries ARE at the mercy of the conflicts that buffer them. When the soviet union broke up- there was no more unifying fear of a greater power (imo). So conflicts squashed down by the USSR spring up- of course they are all different conflicts, but the reason they are springing up is the same. Now I would argue that being under the weight of the USSR and then being suddenly released is no preparation for a populace to be self- governing in any sort of democratic way- not matter how much intellectuals who live there might wish it.

Hutu and Tutsi- were set up by colonialism- different sort of beast, but when it leaves, it also leaves a power vacuum- so in that sense only would I see a similarity.
