Why are you paying for all of the ISP access with T-1 speed and so forth when you can get ISP access for free?

Re:doesn't mean that Mr. and Mrs. Joe Blow, who is struggling with a mortgage can also afford internet access, such as AOL.

Joe blow can't afford a computer if he is struggling to make his mortgage payment. If this is who the free ISP is marketing towards then I am all for it. Joe blow will wait for his welfare check to arrive via his free ISP.

In the mean while, AOL will romp on down the road selling ads to businesses who are not targeting the ISP housing projects.
