No they are not exactly like colonial states- I disagree with that. The colonial powers had some idea of "civilizing" or "improving" their colonies- and importing culture, etc, although as I understand it from former Peace Corp volunteer friends of mine, the Dutch did rather less of that then the other Colonial powers. I do not think Russia had the same modus operandi as the colonial powers. I am sure JBE will correct me if I am wrong- and I mean that sincerely JBE. You know much more about it than I do.
