I see that PCNTF is soon to start up in, not one, but four cities in India. This is the country with the world's largest democracy, granted a messy one. And the world's largest middle class. This middle class seems to be technophiles judging from the # of software programmers coming out of India. Also India has a notorious bureaucracy and a reputation for xenophobia. So getting approval to start up an ISP must have been an arduous task. Since year's end, PCNTF has moved into two new countries--Australia & India-- with different laws and cultures. Stay tuned!
