My favorite foreign funds are Janus Overseas, Founders International
Equity, and Hotchkis and Wiley International. This last is written
up in the April issue (I think) of Kiplinger's.

Diversifying overseas is a good idea. The best risk/reward
combination of the S&P 500 and EAFAE indices is 70%/30%
historically (as I recall; I don't have a source in front
of me).
