Once again, you are misidentifying apples and oranges!
Don't forget that apples are apples, and oranges are oranges!

if I keep predicting at the beginning of every every year that LA will have a devastating earthquake that year , sooner or later I will be right.

Using your "argument", one could predict almost anything overtime!!! without having to give any 'rationale' for one's prediction!!!
