Hi X! You may have been first to think of the "evil empire" in a beneficial light but far from the first to say so -- at least within my hearing.

There is reason to support your view. Opposing it, I would list constant meddling and proxy wars in much of the world (although "little" wars seem to be on the rise v. the wane). Also, it seemed, for a moment there, to offer hope of real nuke disarmament v. the prevailing arms "limitation" agreements which actually increased arsenals (but in "approved" ways).

The Bush administration blew it big time, IMO, by not making rapid giant strides in ridding the world of the obscene number of nuke weapons. Would have taken some serious money but real progress seemed possible.

This has been compounded by the Clinton administration in more ways than I can count. Between proliferation and the ascendency of the Chinese, a golden door of opportunity has been closed. I don't think it's an "if" thing, I think it's a "when" thing.
