The last straw was the unveiling of the B-2 bomber. The USSR could not afford to duplicate it. They no longer had the money to squander, which they had been doing all along at the expense of the people. The stealth technology gave the USA the undisputed edge in war.

The odd thing is that the Soviet Union had no need to duplicate it. This technology was designed for a war that would never have been fought in any event, the great WWII-style armored thrust into Western Europe. The Soviets would have had no particular reason to do this, they were doing a much better job sitting back and subsidizing brushfire wars in the third world. What ruined them was not the arms race, but their own stupidity in Afghanistan, which put them on the other end of an equation they had played very effectively against us. The difference was that we could afford a quagmire and they couldn't.

I realize that the Soviet Union had contingency plans for an invasion of Western Europe, but I don't believe there was ever any serious intention to put them into use. Too much to lose, too little to gain.
