Are they not going to be the ones signing up customers for a certain QOS? If one ISP adds 100 512kb lines on one node will there be enough to handle it? The price per Mb/s must be set to use the bandwidth efficiently. This is set by the MSO's based on the market place and their own last mile architecture - The ISP pricing rides on the back of the MSO's tiered service pricing. Regional discontinuities are bound to exist without outside competitive pressures such as DSL and wireless.
