I think Ballmer's timeframe is more likely.

As someone who's had a cable modem for the past two years, I can attest that "Broadband, the reality" is a lot different from "Broadband, the hype". True, once you've gone broadband you'll never go back to dialups, but the notion that first-generation broadband systems will turn the web into a TV-like medium filled with audio and video is just plain silly. All it does is move the bottleneck and make it painfully obvious how much further the net has to go before it has the capacity to do anything like the level of interactivity that rentable software requires. The first-generation reality is that while you no longer worry about downloading multi-megabyte files, the "web experience" is pretty much the same. There are still plenty of times when SI, for example, seems slow. No problem at the last mile, but that doesn't help speed up the SI servers or the networks between them and the cable surfer.
