I certainly don't know. The article from the U.K. seemed to express a fear of outsiders moving into a community, as they might be the source of the infection. Also the concept that one moving to a rural area from an urban are not being able to resist the new bacteria seemed crafted to aid some political objective. I just ended up wondering who these doctors were and where they are on the political spectrum.
