The essential problem with a draft is fairness. How many 18 year olds do we have in this country? I'm counting men and women, and my guess is we have about 4 million. So, over two years, to be entirely fair, we would have to induct 8 million men and women into the armed forces. We won't do that--so who gets out of serving?
