That is reasonable enough, although as a practical matter few sharecroppers were in a position to leave Mississippi, and the major migrations of blacks to the North were consequent upon the rapid development of war industries, and the hunger for labor. Consider the tyranny of those who have the greatest interest in local events and the greatest local resources, the local political machines and financial interests. They are likely to be more intensely oppressive than a fairly remote bureaucracy, which is one reason that empires tend to dissolving into "warlordism". Anyway, I prefer the competition of various levels of government.....
