Mad2, i think the economy will 'dip' or stay neutral at best
high battles will occur for market share, costs will be cut to survive
IF IT budgets survive they will go to "CIO" functions, ie Andromedia, DCLK, ENGAGE, combination of realtime marketing/sales interaction with convergence of telephony/web with market research dealing with realtime feedback

notice i didn't mention the pig SEBL here, of course SEBL could buy one of these companies, maybe
NETP should be cheap, but it lacks the range of Andromedia/ENGA

i don't know NEON so if you can write me a paragraph or send a url i can take a couple of minutes to think about it and post if i need longer

re upgrades, PHILIPS dumped Baan going to SAP, cheaper than upgrading
NORTEL will do the same, maybe piecemeal because of BayNetworks SAP implementation was very successful and Baan a PIG, imho
even upgrades not guaranteed
also
in ASK days a large proportion of firms didn't even take maintenance
now ASK did give code to customers
Baan SAP and ORCL is a little more reluctant, but still do on occassion
