People attached to famous politicians often need no qualifications other than the famous surname they all share. Thus, people in Massachusetts seem to feel that the skies will fall unless someone named Kennedy represents them in some capacity. Al Gore, Jr. was helped by Tenneseeans' fond memories of Al Gore, Sr. Ditto George W. Bush who would be facing a much tougher battle if no one ever heard of his father. Franklin D. Roosevelt's sons won easy Congressional elections. Rockefellers have served in elective office all of proportion to their numbers. In upstate New York, voters elected to Congress several generations of men named Hamilton Fish.

It's like in advertising--people tend to go with the "name brand" because it is comfortable to them. I don't think qualifications always enter into it.
