So, if Nextel does "snare" this slice of "spectrum," they would go ahead and do the GSM thing to the spectrum.

Then, at some point in the future, Nextel hopes to be acquired.

Then, the new owner of Nextel's assets can rip out or retrofit all of the GSM equipment and replace it with CDMA stuff.

This is perceived (by the FCC) as better than letting some CDMA-using entities get NextWave's stuff ?
