TORONTO August 16, 1999 ? INFOCAST CORPORATION (?InfoCast?) (NASDAQ BB symbol: ?IFCC?), today
announced the appointment of James W. Leech as its new President and Chief Executive Officer. Mr. Leech also becomes
a Director of the company. Mr. James Hines, who is President and a Director, has been appointed Executive
Vice-President and Director.

Co-Chairmen, Thomas Griffis and Darcy Galvon, described Mr. Leech as an experienced, top-ranked senior executive with
a strong track record of building publicly owned companies in the entrepreneurial technology field and other sectors. ?We
are very pleased that Mr. Leech has elected to join InfoCast at this stage of our exciting growth, and we look forward to
major contributions from him in taking the company to a higher level as the Application Service Provider (ASP) sector
expands over the coming years.?

In confirmation of his new role with InfoCast, Mr. Leech said, ?I am honored to join this exciting growth company and I
look forward to making a significant contribution in assisting the overall management team. Our goal is to build InfoCast into
a dominant ASP with state-of-the-art network/computing services to major corporate sectors through North America and
abroad.?

InfoCast is a rapidly growing ?first mover? company in ASP outsourcing. The company has strategic marketing relationships
with Sun Microsystems Inc. and AT&T Canada and important positions in the vertical call center, distance learning and
teleworking outsourced network computing markets. Moving into the position of Executive Vice-President of InfoCast, Mr.
Hines will continue to direct the company's expansion in the important call center and distance learning market sectors and
will implement overall corporate strategy and market positions in collaboration with Mr. Leech.

Mr. Leech will lead the way in directing the company?s implementation of its North American expansion strategy following
the initial purchase of a Sun Enterprise 10000 server or iHub, from Sun Microsystems, Inc. The company expects to set up
and operate up to 12 such iHubs over the next 18 months.

Prior to accepting his new position with InfoCast, effective early September 1999, Mr. Leech most recently served as
Vice-Chairman of a data security and networking firm, Ontario-based Kasten Chase Applied Research Ltd. He became
Vice-Chairman there after staging a successful corporate turnaround and merging a high technology communication firm,
Disys Corporation, into Kasten Chase in 1996. Mr. Leech led a strategic turnaround effort that included raising new equity
capital, moving the company from an operating loss to achieving a profit, and engineering acquisitions and internal growth to
reposition the company into the wireless communication business. Earlier in his career, Mr. Leech served as President of
Unicorp Canada, a financial services firm, building its assets from $50 million to $6 billion in five years. Subsequently, as
President and CEO of Union Energy, Inc., he directed a growth strategy that took assets from $1.6 billion to $2.7 billion
and culminated in a merger of the company into Westcoast Energy Inc., in a $750 million transaction.
