How would you determine whether or not there was sufficient support for secession? A majority of those voting in an election? An absolute majority of adult residents? If the Houston metro area voted overwhelmingly against secession but the rest of the state outvoted it would Houston then be free to remain or would it be forced to secede? What of the minority (perhaps up to 49.99% of the population)? Would their rights be guaranteed or would they have to leave?
