There was a period during the late 1980's when many people thought the Japanese yen would compete successfully with the dollar. After all, the Japanese stock market was doing better, and Japan was experiencing unusual prosperity. But then Japan fell victim to horrendous mismanagement by a government too afraid to take decisive action. If the dollar is a legal monopoly as you suggest, it has arrived at that position by default. As for Microsoft, it is true that companies like Apple made some bad mistakes, but Microsoft, as the court will very likely conclude in the next few months, helped its monopoly by engaging in activities that are defined in this country as anticompetitive.
