Something that has occurred to me recently is that the AllWave system in itself may increase capacity to the extent that, with the perceived capacity glut, it may be hard for new undersea entrants to raise the capital for the job. The perceived glut makes it appear too risky to front a lot of money for the capital-intensive job of laying cable when all the incumbents need to do is upgrade the hardware at the ends of their existing cables. Whereas GBLX has had a clear advantage previously, it may be even more so now. This looks like the rule of the first-mover proving itself. Comments welcome.
