I thought that I ought to say something more, but came back after the time to edit had expired. In the context of the discussion, the question was "who gets to determine the appropriate relations between the states and the federal government?", not what are the appropriate relations. I already said that I thought more power should devolve to the states in a proper federal system. If the states have no right to secede or nullify, but can only agitate in the Congress, or take up issues in the Supreme Court, then their position is of necessity in the hands of the federal government....
