Shades of RMIL.... after missing numerous "deadlines" for filing their financials, it came to light that they didn't have the money to file them. Then someone came up with the cockeyed plan that they would raise the money to get the financials done by asking all the stockholders who had already lost money when the stock was halted. The plan was that the shareholders would send money to Morgan to pay for the filing, some did and still the financials were never filed. I never heard whether or not Morgan returned their money, but my guess is he didn't.

It's difficult to understand why any of them would have been so naive as to send him money, but by that point I guess they would have done anything they could to see that the stock traded again. Of course it never did.
