Moral scale? Where did that come into it? We are talking about reality, not morality, and trying to impose your preferred version of the latter on the former is going to get you nowhere.

They protect their secrets, we try to get them. We protect our secrets, they try to get them. There are, and will always be, successes and failures on each side. If we have a had a failure, by all means we prosecute those responsible (though there doesn't seem to be much progress in that direction, which seems odd), assess damage, and move on. But going all hysterical and imagining that the balance of power has been fundamentally altered is not very realistic, and demanding that "punishment" be imposed on the other country is downright childish. What relevant punishment can we impose? Expel a few diplomats that we know are spies, so we can worry about finding their successors?
