As expected you have no rationale for your constant hyperemotional ranting on the conduct at the Labs. I suggest you look into the anti-espionage proposal which as far as I know was documented (not sure if it is available on the web), that was put forth in the early 90s and not really championed by anybody except the lab leadership... it proposed setting up alternative depts, one legitimate and one not, where any espionage would not know which set of blueprints were the "right" ones. This apparently is the best counterespionage policy because it is so expensive to build weapons, etc. that the spying countries really can't proceed.
