The reason it is hard to borrow BB stocks for shorting is that in order to be lent, they must be kept in a margin account. It's written in the fine print when you open your margin account that the brokerage can loan your shares. Brokerages will move non-marginable stocks to the cash account so they are not margined or used in margin calculations. JMHO. There may be other ways for brokerages to find shares to lend.
