O'neil's personally owned shares 30.500 are added as he control Ataraxia - So he cannot hold more without counting them here -
But (If you are looking for sinister behavior) Ataraxia, could have sold 4 times the amount to 200 holders of a mutual fund - As none of those hold more than x% is is not on filing.

I'm not sure whether 10% is the limit in all cases - Hearing 5 and even 2% - ? could be state of corp that set the rule.
