Well, it's certainly encouraging...insiders don't (actually, nobody would) buy if they think it's going down, right?

Of course, it's not as positive if they are covering their short positions that they got into at 14 or something....JOKING!!!!!!

Actually, even if that were the case, it should be a positive sign! :)
