OC stands for Optical Carrier. OC-192 is a specific speed and as Jim Carrey might say it's "SMOKING"!!!

OC is the optical counterpart to STS or Synchronous Transport Signal which is an electrical signal that is converted to or from SONET's optically based signal.

OC-1 is the base speed which equals 51.840Mbps (mega bits per second). For example, your average 56K modem is capable of around .15Mbps throughput.

OC-192 is 51.840 x 192 = 9,953.28Mbps

Carriers backbone networks run at speeds like these (maybe not that high but maybe Qwest has something like this now).
