President Clinton's top Y2K adviser, John Koskinen, called the Navy's conclusions overly cautious, saying they assumed that major utilities would fail unless proved otherwise.

Looks like the Navy has taken Koskinen's tack and turned it around. Koskinen is forever repeating the mantra "We have no evidence to indicate...[insert any bad outcome]". Thus, we are to expect no bad outcome because we can't prove it will happen. Of course, JK can't prove it won't happen. Given the uncertainty, seems prudent to prepare (JMO).
