The most "sound" reason I can give (note: I'm not as pessimistic as Skeeter, but more paranoid, a subtle but important difference) is one I allude to from time to time: the period centering around the Friday/Monday before option expiration has become, far more often than not, a time for just that sort of action. The theory is that it's a late play to sell puts short with the intention of them becoming worthless nearly immediately.

Here's a good site that lets you pick the start and stop dates for a graph -- try doing it by the start and end of a bunch of option cycles. Check the graphs for the index or stock of your choice and you can tell if that's money-making play or not. (I myself have decided that it is.)
