It appears that manipulators are keeping the price down by selling to satisfy demand when price approaches .06/share and then buying back their shares and more when the price drops to .04/share and below. They'll be able to do this as long as they can satisfy the demand at .06/share. This frustrates the average investor into thinking the stock won't break out above the false ceiling and so the public sells out to keep losses to a minimum. Eventually, something will make this a hot stock and the demand (buys)will exceed the ability of the manipulators (sells)at .06. At that point we'll break above the false ceiling to what ever top this puppy can reach before the final shake out occurs.
That's my read on this.

BTW, a speculator could have a ball with a stock like this, buying at .04 and selling at .05. Do this enough times and you could make some serious money, as long as the pattern holds. When the pattern breaks, a lot of speculators are going to get whipsawed if they don't watch out.

Also,
IMO, it really doesn't make any difference what the float is. A percentage gain or loss is the same whether the stock is $.05, $.50, or $5.00
