AT&T doesn't offer "free" service because no one else has.

DOJ won't care, because consumers benefit from cheaper service, all MSFT is doing is offering better deal in exchange for eyeballs commitment for marketing purposes, same thing AOL is doing right now every time you log on to AOL, they try to sell you something.
