From NextWave's first amended plan of reorganization (page 39):

"NextWave estimates that it will require approximately $1.0 billion for capital expenditures during the initial phase of it's network build-out and up to a total of $2.5 billion of capital expenditures through the full deployment of it's network"

Can anyone explain why NextWave's planned $2.5 billion to deploy a national network is significantly less than what Nextel, Sprint PCS, and AT&T will spend? These three carrier's each will spend close to $2 billion in 1999 alone, with total expenditures for a national network approaching (or exceeding)$8 billion. How can NextWave build their network so inexpensively?
