He needs a team who will push his POW thing

Remember though that the Viet Nam era is still totally different from WW2 or the Gulf War. There is still a large voting contingent IMO that look down on VN vets and still believe the lies that all VN vets are druggies and baby killers and have come back to be bums here in the US.

So while I think it is a major part of his character, he may not want to over push the fact.
