Unlike so much of the Northeast (and elsewhere), NYC did not really have much of a
problem.

That's because NYC steals its water from upstate, and doesn't care whether it's sucking upstate dry as long as water keeps flowing out of its taps. As a former upstater, I still have a deepseated resentment of the arrogance of NYC and its feeling that everything outside city limits exists to serve the city, which didn't diminish at all during my two years in the city.
