Actually, in most rural areas, a tv is of lot greater value to people than a phone and a pair of shoes. A tv is escapism for a ton of people who have no means of entertainment. Govts will not subsidize phone calls. Places where there is no wireline telephony has more important needs like water, electricity, food, roads etc. However, I do believe there is a market for MSS in oil rigs, armed forces etc. The vertical market segments are lucrative. With expanding cellular coverage, a person using a G* dual mode phone will not be giving G* incremental revenues from the calls made in cellular mode
