The comment marks a change in the finance minister's publicly stated views on the Japanese currency, and the first time that he clearly cited domestic factors as a reason for its recent rise.

Miyazawa had said in the past that the yen's rise against the dollar was partly due to problems in the United States, including uncertainty over the Federal Reserve's interest rate policy, which had made U.S. asset markets jittery.
