The Interactive Gaming Council is pushing for regulation. See igcouncil.org. Eventually, the only sites accessible to U.S. gamblers will be regulated. That's why the companies in the Interactive Gaming Council contribute. They want a smaller, legal and regulated pie to be divided up rather than sharing the market with some goomba company from Antigua.
