It is true what you say about the Direct Foreign Investment (FDI) was by ethnic Chinese, about 80 % of the $45 Billion in 1997, a year that saw $35 Billion leaving China. If this money went to Africa and Latin America, future will tell how well it has been invested. It may well be a VERY longterm "investement".
